Environmental Impact Report (EIR) for the
Sacramento County General Plan Update

Welcome!  The current General Plan time horizon is nearing its end, the year 2010.  To guide the County's growth and development beyond this point, an updated General Plan with a time horizon of 2030 has been proposed.  We appreciate your interest in this important County process, and hope that this website is a valuable resource to you.

EIR Released

DERA approached the General Plan Update EIR as a team.  In addition to a Project Manager, each topic in the EIR was assigned to a Team Leader, and each Team leader had support staff.  The finished product reflects the work of every staff member in this office.  Distribution of hard copies began on April 29, 2009.

Be advised that an error in the Executive Summary was discovered.  Mitigation Measure LU-2 of the Executive Summary should have been deleted and consolidated with LU-1, with amendments; the Land Use chapter of the DEIR contains the correct mitigation, but the Executive Summary contained the older version.  Although no formal errata will be published (the formal correction will be made as part of the FEIR), the online version of the DEIR was corrected on May 12, 2009.

Comment on the EIR
The Sacramento County Planning Commission closed the public comment period on the Draft EIR at the July 27, 2009 hearing

Hearing Schedule

The below hearing schedule is subject to change based on various factors, such as requests by the Planning Commission.  To verify that a hearing is confirmed, please check the Planning Commission website to view the official agenda (access the Clerk of the Board site http://www.sccob.saccounty.net/, click on the Planning Commissions link, and then the Agendas and Action Summaries link).  Agendas are typically posted the Friday before a hearing.  All Commission meetings begin at 5:30 p.m., but the actual General Plan item may begin later.  Please check the agenda for a specific time.

June 8, 2009, Planning Commission
        Summary of Actions: After presentations by staff, public testimony was received.  The oral comment period on the DEIR was not closed.  The item was continued to June 22.

June 22, 2009, Planning Commission
         Summary of Actions: After presentations by staff, public testimony was received.  The oral comment period on the DEIR was not closed.  The item was continued to July 13.

July 13, 2009, Planning Commission
        Summary of Actions:  After presentations by staff, public testimony was received.  The oral comment period on the DEIR was not closed.  The item was continued to July 27, and a further date of August 10th has been reserved for a hearing.

July 27, 2009, Planning Commission
          Summary of Actions: After brief staff discussions, public testimony was received.  The comment period on the DEIR was closed.  Discussions on the Project will continue at the next hearing, scheduled for August 10th.  The August 10th Planning Commission agenda will only include the Draft General Plan, so the item should begin at 5:30 p.m..  Please check the agenda, when posted, to verify this information.

Copies of the EIR

To increase access for interested people, there are several options available should you wish to review the EIR.  The options are:

  1. Internet - There is a link below that will allow you to download each chapter of the EIR, in PDF format.  This requires Adobe Acrobat Reader, which can be downloaded for free at http://get.adobe.com/reader/.  The downloaded chapters can be saved to your personal computer.
  2. CD - Each person can request one free CD of the EIR.  Additional CDs are available for $25.
  3. Library - A hard copy of the EIR will be available at the Sacramento Public Library (828 I Street, Sacramento).
  4. DERA Offices - Several hard copies of the EIR will be available at the DERA offices (827 7th Street, Sacramento).  Please call ahead so that space can be set aside for you to review the EIR undisturbed.
  5. Purchase a Hard Copy - A hard copy can be purchased for $85, which is the production cost quoted by the printer.
