Environmental Review and Assessment (DERA) is a department of the Municipal Services Agency, which is one of the four agencies under the authority of the County of Sacramento Board of Supervisors.
DERA is divided into five divisions:
- Mitigation Monitoring Division.
- Public Projects Division.
- Private Projects Application Processing Division.
- Private Projects Long Range Projects Division.
- Administrative Support Division.
DERA has a total of 31 positions, all 31 positions are permanent.
The following is a description of the department, organizational units within the department, the general purpose of the organizational unit, and the job classifications within each unit.
DERA Administers State-mandated program for environmental impact analysis, conducts studies related to the identification and use of county resources; assists other departments in meeting state and federal impact review requirements; conducts budgeting and general department planning direction.

Acts as the Director in the absence of the Department Head; assists in formulating Policy; represents the department at meetings; manages professional staff in all aspects of application processing function, including receipt and review of incoming application files, application tracking and environmental document preparation and processing.
Principal Environmental Analyst / Assistant Environmental Coordinator (1)
DERA is made up of the following divisions.
The Mitigation Monitoring Division implements Mitigation Monitoring and Reporting Programs for public and private projects pursuant to Section 21081.6 of the California Public Resources Code; reviews construction plans to determine compliance with adopted mitigation measures; conducts field inspections to monitor and verify compliance with adopted mitigation measures; negotiates and documents compliance with conditions of approval related to the mitigation of environmental impact pursuant to CEQA; assists other DERA staff with MMRP preparation and mitigation requirements.

The Public Projects Division conducts environmental review pursuant to CEQA and NEPA for public agency initiated projects such as Transportation, airport, solid waste management, building design, park master plans, grading permits and infrastructure financing. Water supply, drainage, wastewater conveyance & treatment .Coordinates with local, state, and federal agencies; conducts analyses pursuant to State CEQAA and Federal NEPA guidelines and procedures; prepares initial studies, environmental assessments, Negative Declarations, Environmental Impact Reports and Environmental Impact Statements.

Conducts environmental review pursuant to CEQA and NEPA fro private applications and major planning projects. Receives applications; conducts initial 884 review. Coordinates with local, state, and federal agencies; conducts analyses pursuant to State CEQA and Federal NEPA guidelines and procedures; prepares initial studies, environmental assessments, Negative Declarations, Environmental Impact Reports and Environmental Impact Statements.

The Administrative Support Division performs all clerical functions in support of CEQA and NEPA review processes; performs accounting, personnel and payroll functions, purchasing, LAN administration, budget preparation, upkeep of data bases and other supporting activities under the supervision of the Administrative Services Officer.
